Satcom Direct Government (SDG) is seeking an experienced Sr. Technical Program Manager (POSITION PENDING CONTRACT AWARD) to lead the execution of the eLoran Timing Service Program. You will be responsible for full program lifecycle management, including budget oversight, scheduling, Earned Value Management (EVM), risk management, and stakeholder coordination. The role requires an individual with a deep understanding of program execution, cost efficiency, critical path management, and scope control. Experience in networking infrastructure and eLoran technology is highly desirable.

How will you make a difference?
Program Leadership & Execution: Oversee the planning, execution, and delivery of the eLoran program, ensuring all contractual and technical requirements are met
Earned Value Management (EVM): Utilize EVM techniques to track program performance and ensure cost, schedule, and scope adherence
Financial & P&L Ownership: Manage program budgets, financial planning, and cost control to drive efficiency and profitability
Schedule Management: Develop and maintain the Integrated Master Schedule (IMS), tracking critical paths, milestones, and dependencies to ensure timely completion
Scope & Risk Management: Define and control program scope, identifying and mitigating risks throughout the program lifecycle
Stakeholder Coordination: Serve as the primary point of contact for Hellen Systems, subcontractors, and government stakeholders, ensuring alignment with mission objectives
Technical Oversight & Networking Infrastructure Support: While not a technical role, familiarity with networking, data centers, and communications systems is beneficial to facilitate decision-making
Reporting & Compliance: Ensure program documentation, compliance reports, and contract deliverables are completed in accordance with SBIR Phase III and federal acquisition requirements
Qualifications
Bachelor’s degree in engineering or related field or equivalent work experience
7-12 years of program management experience in government contracting, telecommunications, or defense-related industries
PMP or PgMP certification preferred
Secret Clearance preferred – Must have the ability to obtain a secret clearance
Skills, Experience, and Talents
Proven track record managing multi-million-dollar programs, including budgeting, forecasting, and cost control
Experience with Earned Value Management (EVM) methodologies
Strong scheduling expertise with proficiency in Microsoft Project / Smartsheet
Experience in managing subcontractors, suppliers, and cross-functional teams
Preferred Skills, Experience, and Talents
eLoran system knowledge is a significant advantage
Networking infrastructure knowledge (data centers, WAN/LAN, cybersecurity, cloud services)
PMP or PgMP certification preferred
