Job Summary

Administers all processes in the management of Assessor’s office files, databases, and systems related to title conveyance for real and residential personal property; knowledge of State of Colorado taxation laws, statutes, and deadlines. Researches, comprehends and ensures compliance with Colorado State Statutes. Interprets Colorado Revised Statutes with regard to title conveyance, valuation of property, and responsibilities of the Assessor. 

Job Responsibilities

  • Processes, reviews and analyzes all legal documents recorded at the County Clerk’s Office to determine if they require administration by the Assessors’ Office.

  • Creation of new parcels by reviewing plats for lot splits, subdivisions, condominium complexes, 1041 reviews, and surveys; creates master files containing regulations, resolutions, deed restrictions, easements, and amendments; coordinates with the GIS department for updating mapping; records data in assessor software.

  • Maintains the Pitkin County ownership and mailing address records for the tax roll delivery to the Treasurer; confirms legal descriptions and ownership through warranty deeds & other type of transfers recorded at the Clerk & Recorder’s Office; researches title ownership history (chain of title); conveys property and processes confidential transfer declarations.

  • Pre-Verifies all property sales to determine if they are qualified to be used as comparable sales for the appraisal staff in their sales analysis to support the Appraisal process.

  • Initiate the legal documents for purging titles and movement of manufactured homes according to state law; processes the mobile home authentication forms and verifies ownership with the Department of Motor Vehicles with regard to the purchase of a manufactured home.

  • Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Minimum Qualifications, Knowledge and Skills

This position follows a sequence, the classes are recommended as available but not required to move up a level:

  • Level I:

    • Within the first year of employment, a passing grade and completion of:

      • ADM100 - Introduction to Assessment  

      • ADM633 - Basic Title Conveyance 

      • ADM927 - Advanced Title Conveyance

      • APR600 - Basic Personal Property

      • APR202 - Advanced Personal Property 

      • ADM622 - Senior/Vet Exemption workshop

    • One year of administrative support experience, preferably in an Assessor’s office.

    • AA/AS in Accounting, Bookkeeping, or paralegal programs.

    • Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

  • Level II (in addition to Level I):

    • 1-3 years progressively responsible experience.

    •  Within 3 years of employment a passing grade and completion of:

      • ADM635 - Manufactured Homes

  • ADM945 - Abatements

  • ADM605 - Assessment Administration

  • ADM705 - Assessment Administration (includes certification)

  • ADM920 - Assessment Appeals Process

  • Level III (in addition to Level II):

    • 3 plus years progressively responsible experience.

    • A passing grade and completion of:

      • ADM917- Abstract of Assessment and Certification of Values

      • ADM916 - Local Government Levies

      • ADM953 - Processing State Assessed

Knowledge Of:

  • County policies and procedures.

  • State and federal laws and regulations governing work performed.

  • Record keeping and records management rules and standards.

Skill In:

  • Application of governing rules and regulations.

  • Handling multiple tasks simultaneously, under pressure, and in emergency and stressful situations.

Physical Demands and Working Environment

  • This job is performed in a typical office environment, indoor and outdoor settings. During inspections can be exposed to extreme cold temperatures, icy conditions and snow.
